Advertisers and/or agencies may adopt the TCF in different capacities:
1) Publisher: Advertisers that operate digital properties such as websites or apps can use the TCF to establish legal bases for the third-party Vendors they work with.
2) Vendor: Advertisers and/or agencies that process users’ personal data collected on third-party digital properties as data controllers can use the TCF to establish legal bases for such processing.
